RFP01 was published by USAC on 10/8/15.  The bidding period closed at 5pm on 11/5/15.  Bids have been received and are currently being evaluated.

RFP01 Questions & Answers

  • Question: Will there be a deadline for questions?
    Answer: The due date for questions is 5pm, 10/22/2015.
  • Question: Will there be a bidders’ conference?
    Answer: There will not be a bidders’ conference call.
  • Question: Will KTC be posting under the Telecommunications program?
    Answer: Not at this time.
  • Question: Section 4.7 states that the Consortium requests responses for a 36-month contract period.  Is there interest in optional extensions built into the contract for grandfathering purposes?
    Answer: KTC will consider optional extensions beyond the 36-month contract request.
  • Question: Please clarify section 14.1 with regard to timing.
    Answer: KTC desires the network build out to be completed within 60 days of receipt of the FCL.  This means that network build out may extend beyond 60 days from the date the contract is executed, because the contract is required before the FCL can be approved. The 60-day clock is from the date that the Consortium receives FCL approval.
  • Question: Under Section 14.13, is a service provider that is able to bring multiple carriers to the table within the bounds of this section?
    Answer: Aggregating the capabilities and facilities of multiple carriers is permitted under this section, provided that responses to the RFP remain, in all aspects, fair and without collusion or fraud.
  • Question: Is the expectation to bill a single entity, or will each COI need to be billed individually?
    Answer: Each COI will be billed individually.  In addition, it is expected that the separate health care providers in a single COI may need to be billed individually, depending on the financial and accounting requirements of each COI. The specific requirements for each participating site will be discussed during contract negotiation.
  • Question: The HealthFirst Alexandria site (Section 11.4.6.1) refers to two redundant connections.  Does this mean that they want two pairs of redundant circuits (four total) or two total circuits that are redundant with each other?
    Answer: Two total circuits, redundant with each other.  Proposals that include geographic diversity in the routes for the two circuits will be scored higher than two redundant circuits on collapsed facilities.
  • Question: For HealthFirst Southland site (Section 11.4.6.2) does “Southland” refer to the Regency site?
    Answer: Regency is a separate site.  Southland will be a new site to be located at 596 Southland Dr, Lexington, KY 40503 that HealthFirst will be occupying in the coming months. Southland will not be an eligible site until it is occupied and performing healthcare-related activities.  Therefore services for Southland will not be purchased under this RFP, although vendors are encouraged to provide estimated pricing for redundant services to the site.  We will formally add Southland under a second RFP to follow.  Thus, for purposes of RFP01, a response to 11.4.6.2 will not be required.
