- Question: Will all payment come directly from Kentucky River Foothills or will partial payment come from USAC?
Answer: Please consider the following quote from the USAC website: (Kentucky Telehealth Consortium is the applicant)
Once an applicant receives a bill from the service provider, they can create an invoice for the services received (using an FCC Form 463). The applicant must certify that the form is accurate and that they have paid the minimum 35-percent contribution. Next, the applicant sends the FCC Form 463 to the service provider for approval through My Portal. The service provider reviews the FCC Form 463 and certifies its accuracy, then submits the form to USAC. Once received, USAC processes the FCC form 463 and if approved, funds are distributed to the service provider. USAC Website
Vendors must first elect to participate in the Rural Healthcare Program with USAC. As indicated above, KTC will send 35% payment and Form 463 to the service provider. Once the service provider approves the Form and USAC processes it, USAC will remit the remainder of the payment. This means you would receive a partial payment from KTC and a partial payment from USAC each month. The process requires the vendor’s participation to ensure their timely receipt of subsidy payments.
